In 1953, the Hooker Chemical Company (later acquired by OxyChem in 1968) sold the sixteen acres land including the land-filled canal to the City of Niagara Falls Board of Education for a token or symbolic fee of one dollar ($1) with a declaration that the canal was filled with chemical waste products and a disclaimer of any future liabilities. However, there was no public health warning about the potential adverse health effects of the wastes. Shortly after the acquisition of the land, a school was built and the rest of the land was sold for development involving the construction of single family homes (see Figure 7.1 which displays the map of the area). Home and street construction directly adjacent to the canal was accelerated by the mid-1950s.
